EDUCATION/CERTIFICATIONS MANDATORY

• Project Management Professional certification or an equivalent.
• Bachelor's degree in one of the following fields or related studies:
• Business Administration
• Project Management Professional certification or an equivalent.
• Computer/Data Science
• History
• Information/Data/Knowledge Management
• International Affairs/Relations
• Law
• Library/Information Science
• Management Information Systems
• Paralegal Studies
• Philosophy
• Public Administration

WORK EXPERIENCE MANDATORY

• Five (5) years of project management experience, including responsibility for overseeing a project team and facilitating coordination and assignment of resources. Previous experience with management of day-to-day contract performance and personnel.
• Five (5) years of experience interpreting and applying the Freedom of Information Act (FOIA), the Privacy Act (PA) 1974, as amended, as well as related laws, regulations, policies, and procedures to render a determination to grant access to records.
• Two (2) years of experience processing FOIA requests using automation such as eDiscovery tools.
• Experience with Microsoft Office software (Access, Word, Excel, PowerPoint, SharePoint, and Outlook) and Adobe Acrobat Pro.
• Education: Bachelor's degree
• Strong verbal and written communication skills.

ROLES AND RESPONSIBILITIES

Project Leadership: Manage contract operations, supervise team assignments, and coordinate resources to meet FOIA and Privacy Act requirements.
FOIA & Privacy Compliance: Interpret and apply FOIA, the Privacy Act, and related policies; oversee request processing, redactions, and consultations.
Litigation Support: Provide FOIA litigation assistance and track all activities when legal support is required.
Performance Management: Submit weekly reports, monitor backlog reduction (target: 10% annually), and implement quality control measures.
Privacy Program Support: Review and develop Privacy Impact Assessments (PIAs), Privacy Act Statements, system authorization packages, and assist in breach response and incident reporting.
