Job Description

Duties

Serves as a Cash Management Officer for the Financial Management Banking, Investment, and Insurance team.


Assists in managing the ABIF portfolio. Maintains appropriate target cash balances for custodian accounts to reflect operations funding needs and liquidity. Negotiates repurchase agreements as needed, ensuring adequate collateralization. Abides by risk management procedures of DOD and Army guidelines to promote safety, liquidity, and yield in the portfolio. Produces accurate investment reports; monitors, maintains, and updates ABIF Portfolio Accounting and Analytics System, on a daily basis.


Assists in obtaining monthly security prices, computing monthly return on portfolio, and recommending dividend rate to depositors.


Releases daily Electronic Funds Transfers to the Bank.


Executes foreign exchange transactions.


Acts as Operations Officer for the Army NAF Employee Retirement Plan Trust, and Post Retirement and Medical Trust; assists Investment Managers and Trustees in the development, implementation and management of investment strategies for the Trust's investment portfolios, the evaluation and monitoring of external fund managers in designated asset classes, the researching of new areas of investment opportunity, and the implementation of relevant changes and maintenance to the Trust- account set-up, billings, trade executions, regulation requirements, compliance, audit, and minutes.


Individual will assist migrate all in-house banking functions in the eventual new platform, if the current platform is replaced. He/she will prepare Statement of Work for procurement of comprehensive Cash Management System for entire Army NAF. He/she will act as alternate Contracting Officer Representative (COR) of various contracts related to the Banking and Investment Programs. Incumbent will be responsible for maintaining all ABIF systems on the Army Portfolio Management System and all other required systems for reporting.


May perform other duties as assigned.

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. MINIMUM QUALIFICATIONS:
MBA or equivalent educational program, or equivalent work experience and training that would provide the knowledge and skills required to perform the duties listed above.

HIGHLY QUALIFYING CRITERIA:
1) Posses a Master of Business Administration (MBA) (or equivalent educational program)
2) Experience in project management
3) Certified Treasury Professional designated by the Association for Financial Professionals
4) Five years experience in Banking and Fixed Income Investment (government and government equivalent issues)
5) Experience in Banking and Investment software systems
6) Experience in Treasury Management and Investment Portfolio analysis
7) Strong working knowledge of Microsoft Office
